Fascinating question. I can tell from you from experience, that most people seem ok on the freeways when I see them on hands free devices. But, its always the few that drive to some extent recklessly.
The "emotional talkers whilst pouring" group grow to be the last ones to admit they should not be doing both at the same time. You can clearly see these folks in your rearview mirror getting worked up or clearly engulfed in some emotional conversation after you have voted for them because their pouring is not okay..
Unfortunately its these few (like drunk drivers) that are completely unpredictable. I reflect that is ultimately what it boils down to. Unpredictability.
