With laws like "driving to endanger' or "reckless driving", Why do we need hands free and texting laws?

    Excellent question. Probably for the same reason we need 25,000 gun control laws on the books. So the politicians can waste even more money.

    Because people who text even as pouring do not reflect that they are perilous and reckless. Therefore the government has to spell out exactly that texting should not be done even as pouring.

    Well, reckless pouring is right up there with DUI. It is a very serious offense.

    Texting probably falls under careless pouring. So, you are right, why have redundant laws?

    Right, but could be argued I was not pouring to endanger, then it becomes a long court case.

    I talk even as pouring, but I know it is perilous, especially in the city
